How custom can a tune get?

I pull a 4k utility trailer cutting lawns and most
Of the time I drive less than 30 mph. under my tow
Tunes my transmission will go 1,2 and them
hit 3Rd and then I'm lugging. Can a tune be
tow tune be made to go 1St, 2ND but hold off
To 3Rd till say 2000 RPMs?

I have been playing with that, but thought it would be cool to have
