Did you get it started? Are you asking about a 7.3 engine? If so, here is a good no-start guide. Posted by Dave on the FTE site...

Checked the fuses?
Can't remember if a shorted out fuel bowl heater will cause this problem

Have you changed anything in the ECM that could be causing a problem? In other words, did you install a chip or anything like that which could be interfering with the PATS system? If so, are you getting a blinking "Theft" light on the dash? If so, then something is causing the vehicle to go into Anti-Theft Disable mode and that would cause a crank/no fire condition.
That aside, it may take while to work the air out of the HP oil rails. Try unplugging the ICP sensor and see if the engine tries to kick off. Let us know what you come up with.
