Default Best tune to avoid lugging

The city I am in is very hilly........... lotsa 50 KPH up steep grades and I am alway rolling coal (low boost feul) even in 65 DD, it seems I have to push the throttle in way to much to get it to kick down.

The best tune to avoid lugging and excessive smoke would be either the 25T or the 40T.
