In most cases, I use the terns 91 octane and 93 octane interchangeably. What I am generally referring to is high octane pump fuel, versus the low octane variety. For what it's worth, at 5000 ft. 89 octane is the high octane stuff and can run the "93" canned tunes with no modification due to the altitude offset.
As for the tuning, I doubt I'm the best person to answer that question. I'll let others offer their opinions either for or against it.
