Default bad chip pins?

Installed a new Hydra chip this morning and have no power to the display/controller. ECU is cleaned properly, ribbon cables oriented correctly. Truck will not start.
Curious if the pins (please see attached photos) that are not attached to the board have anything to do with the no start?

Yeah, you need a new chip! That was assembled incorrectly!

Does the vehicle still start with the chip disconnected? Hope so!

Call PHP AND your vendor....and DO NOT REINSTALL THAT!
