Default TRUCK DOWN-What keeps truck from starting (crank/no start)

I blew 24/pcm fuse under the hood 2 times until I found that my GPR was shorted out between the key-on hot wire and glow plug feed side. I'm reading cranking ICP (2600psi), IPR DC (35-40%), RPMs via obd2 and tachometer, fuel drain has very strong stream, all injectors buzz...one a little weak. All fuses and underhood relays are good. Beating my head against the wall. Any input is greatly appreciated. Also chip is pulled...well now actually entire PCM is pulled. No codes. Could it be anything related to how the chip anti-theft setting works?
