Default new FICM, new issues

New member so thanks in advance for any input. I own a 2004 f-350 with a 6.0L. Had been having cold start issues. Took it to the dealership and they said the FICM was bad. $1300 dollars later i drove off with a new one installed. Now my engine wont come off high idle when the brake is depressed, erratic idle with rpm surges (sometimes). Idles high, 1000rpm's even when warm, but still wont drop off by depressing brake pedal. also has intermittent rough idle when cold. dealership is basically shrugging their shoulders, telling me no codes are present. they said they used the "most current" software in the new FICM. my question: could this be a software issue in the new ficm and would the PHP rollback cure this? any help would be appreciated.
