Default Fault code

I bought the Orion reflash system for my Navistar (2001) but I do have a code that I need to clear before install.

This is the code - Road Speed - voltage below normal or shorted to low

Does anyone have an idea what this is and how to correct it?
The speedometer doesn't work, could that be the issue?

Sorry for the delayed reply, but I would wager the lack of speedometer and your code are related. Voltage codes often point to harness damage in one place or another. I would start by tracing the harness to check for broken wires or shorts.
