Default program a "blank" FICM?

Hello, my 05 f-250 is beginning to have lower voltage from the ficm ( fluctuates between 42 and 48 volts) so I am going to replace it. If I get an new/reman from ford that is not programmed at all, will that present any problem for PHP to flash it with their tune. I also would like to send in my ECM for a rollback to the original (or better) tune as it got about 1 or 2 mpg better on the highway before the "recall" flash. As I understand it, having both the ecm and ficm flashed by PHP would give the best gains? Thanks, jim
