Does a programmer have access to other things in the PCM, like for instance allowing my dvd player to play while the truck is moving (for passengers) or is that just making things complicated.

Dave you didn't list your model year, but the 09-10 NAV/DVD units use the GPS signal to determine if the vehicle is 'in motion'.

It's a 2010 with the factory Nav/Dvd. I've seen there's a system called Lockpick that works around it for ~$300. I was just wondering if it could be tweaked in the pcm.

Since the NAV/DVD are one integrated Clarion unit, I'm afraid you'll have to install the Lockpick to enable DVD and other user entry functions while in-motion.
Like I said, it uses the GPS speed signal to enable/disable those functions. The Lockpick disables the GPS signal. At one time using the Lockpick also disabled the NAV function (voice guidance and map update), but I think they fixed that. You may want to check with Coastal Technologies (if it's important to you). Yes, they have fixed that issue. I have the Lockpick on my 09.
