Hello from Ohio!
 
Newbie here, I have to say that I'm very impressed with the Phoenix chip - wow, what a difference! Throttle response is more like a gas engine now. One question though, what tune seems to be the best for fuel mileage? I averaged about 16 mpg stock and now with the 80hp DD it has gone down to about 14.7 mpg. I'm going to switch back to stock and calculate it again.

I hate to say this, but historically we've seen fuel economy drop for the first couple weeks after the chip is installed and then climb back up to stock or better. The reason is that folks almost always drive a little more aggressively when they first install the chip, even if they don't realize it. Again, this is just our experience and your situation may be different.

The ideal program for economy is usually the 80DD or 100P program, as long as the driving styles don't change.

I drive pretty conservatively, rarely giving it more than half throttle. I'll run another tank through the stock setting then 80DD again. Could it be the winter blend fuel?

Winter blend fuel will definitely hurt fuel economy. Do you have any idea when they switch in your area?
