is there power to the chip at all times?

I have the plastic cover notched out so I can plug and unplug my chip without taking pcm out I was just wondering if there is power to the chip when the ignition switch is off? or do I have to disconect the batteries each time?

As long as the keys are NOT in the ignition, it is off.

Best not to pull it in and out though. Makes the contacts wear.
