Unfortunately, the transmission ratios (your either too high or too low comment dealing with RPM) are not changeable. Usually a small power increase is going to allow you to be able to stay in that higher gear (4th) longer before a downshift. Yes, a monitoring system of some sort for exhaust gas temperature is almost mandatory.

Oh, and don't worry about high RPM when pulling. It's better for the engine to run at 3000 RPM with less load than it is at 2000 while lugging. Your 7.3L can run at 3000 RPM all day and not be hurt by it.
