I've been reading recently of problems with the Fuel Pump Driver Module, which is mounted on a cross-beam above and in front of the spare tire. Basically, it gets corroded and cracks from distortion. This can leave you stranded, obviously, but I don't know that it would give the symptoms you describe. However, it DOES control the speed of the fuel pump (under command of the PCM), so possibly it could be on it's way out.
I don't know what a Fuel Control Module is either.
