Mike,

Most starting issues can be traced back to a poor connection between the chip and the PCM. With this in mind, here are some suggestions:

First question... Have you recently reprogrammed the chip and if so, did you program all 6 positions? There is occasionally an issue where if all the positions are not populated then there can be a no-start condition caused by the chip booting slower than the PCM. This condition is easily resolved by making sure all the positions are populated.

Next question... Is your PCM case (the large, black case around the PCM) "notched" to allow easy access to the chip slot or is the chip inside the case? If the case is intact, it may be pushing against the back of the chip and causing a connection issue, especially if you reinstalled the case with the original screws. In this situation, I'd recommend either notching the back of the case or removing the screws and using a small zip-tie to lightly hold the case in place. Either way will relieve the pressure on the chip and resolve the connection issue.

Finally, if the above situations do not apply then I'd simply recommend removing the chip, giving the PCM connector a quick brush with Scotch-Brite, and then reinstalling the chip.
