Any time you leave the key on while filling, the digital buffer for the gas gauge prevents the gauge from moving quickly to the full range. This is the "anti-slosh" feature which keeps the gauge from "bouncing" during acceleration and turns. Oddly, even if you turn the truck off and restart, it takes a while to correct itself. This issue does not occur when you fill up with the key off.
My trucks do the exact same thing if I fill with the key on and it's nothing to worry about. After a few minutes it should eventually level itself out.
