It's designed strictly to be active at idle speed. Keep in mind that the idle speed will be around 550 in the Whisper Mode program (or when added to another program). Anything above 600-650 RPM, the engine will resume operation at normal engine noise levels.

Also, the Whisper Mode is only fully active (progressive timing changes relative to engine temperature) at full operating temperature because the way the program works would cause excessive white smoke that burns your eyes if it were active when the engine is cold.
