So, the problem you're going to run into is that the ECM strategies only allow the EBV to be closed at alosed throttle. This is hard coded in the firmware.
The only way you'd be able to do this would be to create some sort of stand-alone hardware that allows for throttle and engine speed input and controls the EBV seperately.
With that said, if you're looking at doing this specifically with the throttle closed, then yes... This has been done and is not difficult to do.
