Yes to all, with a tiny exception. Technically you dont have to wait to get custom tunes until you do other mods, you can get it on a stock truck also.

how does a custom apply to a stock truck ??

The custom tunes are written for you truck and whatever mods you have, i have a non modded truck and ive seen a big differance in custom tunes to canned ones.
