As Corey indicated, I don't think Windows 7 is the problem. It obviously reads the Programmer ID (PID) of 'BC' but for some reason the programmer isn't correctly identifying the chip as indicated by the CID 'FF' - FID 'FF'.
I'm not sure if it's something simple with the chip or not but will most likely replace it it just to ensure there's not going to be any further issues. We'll see when it arrives.
I am excited though that it appears that everything is working on W7. I guess I may have to pony up and give Uncle Bill a few more bucks so we can have a decent test platform.
