getting the code off of the pcm looks extremely difficult. Does any one have any tips on how to do this on a 99 f350

Man, it's EASY!

The PCM code is on the driver's side of the PCM connector on the firewall just below the brake master cylinder!

Using one of these:


Look between the inner driver's side fender and this connector:



You will see this (but backwards in the mirror):


It should take you less than a minute to see the PCM code.


If it were me I would just take the PCM out right now and get the PCM code then order the Phoenix. Since it will be out you can take it apart, clean off the contacts, and cut a hole in the black plastic PCM carrier so that when your chip arrives you can just slap it in.
