Power Hungry no longer sells the Phoenix/TS chip, but if you need custom tuning we can recommend a few really good tuners that will be able to still provide tuning and support for your chip.

Yes it actually does matter, the injectors can only supply a maximum amount of fuel, and the turbo only so much air, so with limited fuel and air you can only get a certain sized explosion in the cylinders.
Bill won't sell you a tune that will knowingly hurt your truck, so he doesn't offer them unless you have injectors that can handle that much fuel in the time that it needs to be injected. If you want to run it you would need different injectors, and maybe a new turbo, but I don't know about that.
