Solved
Alright well after starring at the screen for 20 minutes I made a change and its all better now.
In the screenshot below you'll see the shift points. Red is the previous config and Black is the New. I raised the 3/4 throttle vertical rise and made more of a ramp and that fixed it. I can now pull on the highway or merge into traffic with zero gear hunting.
