emergancy failed smog need to talk to bill

I called php about 30 times today between 12 and 3 after awhile started getting the answering machine. Please help ca want 60 for a smag extention. I went to other smog shop all said no.
Also they said smog people is looking at numbers for computer programing if the shop passes me theres a chance i will get a letter in the mail supina to go to a ref station. Can bill write a stock program and make everything look stock in the computer?
